No. Thresholds belong to the organisation and apply equally to the whole team. What you do decide person by person is who can release a paused quote: that is the Approvals permission, which the Rep role does not include by default.

Open the quote: at the top you see the reason for the pause and two buttons, Approve and send or Reject. Approve it and it is sent to the client; reject it and it goes back to draft so the rep can adjust it. If you connected Slack, you can also decide from the message posted to the channel.

No. The flow is completely internal. For the client, the quote simply arrives once the commercial team has released it.
